What an EPC F rating means, why it blocks letting, and how to improve

F-rated and need to let? Start with the evidence.

Many homes sit in F on age-based assumptions alone. A fresh EPC with the insulation and boiler evidence recorded, or MEES advice ranked by cost, shows the fastest route to E.

What does an EPC rating of F mean?

Domestic energy performance certificates (EPCs) are rated from G to A and from 1 to 100. An F rating is awarded to any property which achieves a score of between 21 and 38. Only band G sits below it.

Lower letters indicate a more efficient building e.g a D is a better rating than an F. A more efficient building is also indicated with a higher number e.g. a 55 is more efficient than a 30.

Band F is uncommon: about 1.4% of certified homes in England and Wales, roughly 191,000 properties, sit in it. It matters out of proportion to its size because F is the first band below the legal minimum for renting a home out.

Can I rent out a property with an F rating?

Not on a standard tenancy, no. The minimum energy efficiency standards (MEES) have required privately rented homes to rate E or better on all tenancies since April 2020. An F-rated property cannot be legally let unless a valid exemption is registered on the national PRS Exemptions Register, and letting one without an exemption can attract fines of up to £5,000 under the current rules.

Exemptions exist for good reasons: where all relevant improvements have been made and the home still rates below E, where required consent is refused, or where work would devalue the property. They last five years and must be re-registered. Our exemptions guide covers the categories.

The bar is also rising. In June 2026 the government confirmed that privately rented homes will need a C or better for new tenancies from 1 October 2030, with required spending capped at £10,000 per property and fines of up to £30,000 under the new regime. For an F-rated rental the question is not whether to improve, but how far to go in one round of work.

What puts a home in band F?

Almost always the combination of expensive heating fuel and fabric the calculation must assume is uninsulated. In our precomputed RdSAP model of thirty typical homes, the homes that land in F look like this:

A pre-1930 bungalow on an older non-condensing gas boiler and single glazing rates 35 F, about £1,311 a year in modelled running costs. A pre-1930 semi on LPG rates 25 F even with double glazing, at £1,843 a year, because LPG costs nearly twice what mains gas does per unit. A 1930s semi on older storage heaters rates 27 F. And a 1967-75 detached house with electric panel heaters rates 22 F at £2,174 a year.

One result is worth pausing on: putting an air source heat pump on that same 1967-75 detached house while leaving the fabric bare rates 21 F, the bottom of the band. A heat pump multiplies whatever the fabric gives it; on an uninsulated, single-glazed house it cannot rescue the rating on its own. Fabric first is not a slogan, it is what the calculation rewards.

How do I improve from an F rating?

Decide first whether the target is E, which restores the legal right to let today, or C, which also clears the 2030 line. These worked routes come from the same RdSAP model, and each link opens the exact state on our interactive explorer:

To E for the cost of a boiler: the F-rated bungalow above reaches 47 E with nothing more than a modern gas combi, and 49 E with double glazing added. Legal to let again, one trade on site.

To C in one round of work: the same bungalow with the combi, filled walls, a 300 mm loft and LED lighting rates 70 C, and its modelled running cost falls from £1,311 to £593 a year. That is the 2030 line cleared, not just today's.

Off-gas homes: the LPG semi insulated the same way reaches 53 E while staying on LPG; swapping to an air source heat pump once the fabric is done takes it to 63 D and £858 a year. On electric heating, the storage-heater semi reaches 59 D with high heat retention units and the fabric done.

Check the evidence before buying anything: the calculation assumes the age-based worst wherever nothing is proven. Cavity fill with no paperwork, a newer boiler with no model plate recorded: some F-rated homes are a documentation exercise, not a building site.
