Domestic energy performance certificates (EPCs) are rated from G to A and from 1 to 100. An E rating is awarded to any property which achieves a score of between 39 and 54. This indicates that the building is 39 to 54% energy efficient.
Lower letters indicate a more efficient building e.g a C is a better rating than an E. A more efficient building is also indicated with a higher number e.g. a 70 is more efficient than a 45.
Band E matters more than most, because it is the line the law currently draws for rented homes: E is the minimum rating a privately rented property needs today.
An E rating is below average. Around 8.6% of certified homes in England and Wales, about 1.2 million properties, sit in band E, while the most common rating is now a C and over half of homes achieve C or better.
E-rated homes are overwhelmingly older ones. Where an assessor can see no insulation evidence, the calculation applies the standard the home was built to, and a pre-1930 detached house on a modern gas boiler and double glazing still typically rates around 54, right at the top of band E. The same age assumptions put an uninsulated bungalow of that era at about 49, because a single storey exposes the whole footprint as roof and floor.
The rating is a running-cost index, so band E has a price attached. In our precomputed RdSAP model of thirty typical homes, a pre-1930 detached house on a modern gas combi and double glazing rates 54 E with a modelled running cost of about £1,180 a year, roughly £98 a month for heating, hot water and lighting under standard occupancy. The same house with its walls insulated, the loft topped up to 300 mm and the lighting finished in LED rates 72 C at about £710 a year, £59 a month.

Yes, today. E is the current legal minimum under the minimum energy efficiency standards (MEES): a privately rented home must rate E or better unless a valid exemption is registered, and letting below E can attract fines of up to £5,000 under the current rules.
But E will not meet the next standard. In June 2026 the government confirmed that privately rented homes will need an EPC rating of C or better for new tenancies from 1 October 2030, with required spending capped at £10,000 per property and fines of up to £30,000 for non-compliance under the new regime. An E-rated rental therefore complies now and stops complying at the 2030 line, and the gap from E to C is two whole bands. To see whether your property could be exempt read our exemptions guide.

Insulate what the age assumptions penalise: on the pre-1930 detached example, wall insulation plus a 300 mm loft top-up and finishing the switch to LED takes 54 E to 72 C, and cuts the modelled running cost from £1,180 to £710 a year.
The same recipe works on a bungalow: the pre-1930 bungalow goes from 49 E to 70 C, £1,002 down to £593 a year, because the loft over a single storey is a large share of its heat loss.
Cheap wins first: a proper insulation jacket on a hot water cylinder and completing the switch to LED lighting cost little, disturb nothing, and are worth points on almost any E-rated home.
Evidence is a measure too: if the cavity was filled or the loft topped up years ago, paperwork or a borescope check lets the assessor record it. Without evidence the calculation assumes the age-based worst, and many homes sit in E on assumptions alone.
